Upload the plugin files to the /wp-content/plugins/plugin-name directory, or install the plugin through the WordPress plugins screen directly.
Activate the plugin through the ‘Plugins’ screen in WordPress
default loader and white background will be applied automatically to the site
If you want to use your own animation (gif image) the click on SS Preloader and upload your own gif animation.
select background color with the help of color picker.
choose the opacity for background.
save changes and let peaople enjoy some cool stuff while actual site loads in background.

No this plugin do not require any jQuery, It uses Javascript so there is no chance of confliction.
